Hi-
Rather than a scale, the harmonic series is more likely to be the key. Any
note you sing will contain the entire harmonic series, and if you look at
the traditional number of "petals" of the chakras, they are powers of two
(logarithmic) not linear, or scale-like.
Chanting "OM" at different pitches will move the entire series up and down,
so a little experimentation will find a pitch that is comfortable to sing
and also causes resonance that feels "right" for one's self. So, you only
have to sing one note to get the resonance of all harmonics!
I doubt that the note "C" or "B" is the only one for everyone, it is more
likely that each of us has a note that works best for our own system.
Overtoneing or "throat singing" as practiced in Tibet, Tuva and Mongolia
works directly with amplifying different harmonics in the voice and is very
useful for tuning the chanted note as well. Individual experimentation is
the key here.
happy tuning!
Dante
