There are 4 ways in which a guru can give you shaktipat.

Sight
Touch
Thought
Sound

Can anyone with Kundalini consciously awaken another or does a person with
Kundalini awaken another spontaneously, there is no conscious choice from
that person, the Goddess chooses at will.

I suppose that in a way we are giving ourselves Shaktipat, we are the guru,
and they are only a manifestation of ourselves, so we awaken ourselves so to
speak. We are the creator and the created.

If someone is more Kundalini awakened if that's a correct term than another
like a 'guru', then I suppose the K can be given a kick because it's not our
Kundalini, we do not own it, rather she owns us and there is a communication
that happens between the Goddess, she whispers to herself and likes to be
heard, we just have to listen by surrendering.

After reading most of the books on Kundalini, experiencing the energy in
it's awakening, reading the excellent posts from people on this list, I
still feel that I know nothing about it. It is as mysterious as nature
herself.
