I have heard of people doing it either way, top-down or bottom-up. My own
preference is bottom-up. Top-down tends to give me a headache.
A word of advice on what people tell you -- in my experience, there is no
one true path. Many paths, same goal. If you're experiencing more
resistance using one method, don't hesitate to try another. Bottom-up with
a good emphasis on proper grounding and other preparations such as learning
the Microcosmic Orbit will take you far.
One other thing -- keep your tongue firm against the roof of your mouth
when meditating. That should also help.
