This isn't true. Kundalini goes up one hit and could go back down one hit. It is consciousness that could stagnate in one chakra level, higher or lower. There are 21 chakras in all. Kundalini resides in the coccygeal center or muladhar just above atala chakra. But you see, kundalini awakening is delayed by chakras that doesn't spin properly and also by certain granthis or knots. Kundalini won't ascend unless all these hassles are taken care of. Other people feel shooting sensation in the spine. This isn't necessarily kundalini. It may be spasm, or cerebrospinal fluid that got stucked and freed, or prana (specially when doing Kriya sadhana or any practice that plays with the breath). So some who felt this and that sensation are so quick to attribute it to kundalini (which of course could also be correct). Then they start to observe themselves and well, you know, when at night you try to focus on the ceiling, you will surely hear some noises.
Between the medullary and coronal centers there is no bridge. Axial channel or sushumna is just from muladhar to ajna. So because there is bridge from muladhar to ajna, fire can go up. But also it can go down using same bridge. Okay? But because of some miracle when it finally ascends all the way to coronal center, it is fixed. Why? Because no bridge to use to go down. You see, dear friends, out of conscious effort kundalini can be made to rise. First prana. Then prana enlivens the chakras and pierces the knots. Then kundalini rises. But make sure it rises in spinal chord, because it may rise in either one of the crisscrossing sympathetic ganglia and you go boom. But as soon as kundalini ascends, the same it can go down. That is why I said its a miracle when it goes all the way up the sahasrar because there is no coming down from there. But no amount of effort can coerce kundalini to go all the way to the top of the head. It is all by God's grace. That is why in the Bible it says:
"For by grace are ye saved through faith; and that not of yourselves: it is the gift of God" — Ephesians 2:8
