     Actually, the intention was not to put more responsibility on the
moderators, but for the members to remind each other of the
guidelines!! The guidelines are by the members and for the members, and
recently ratified and validated by votes. At present we have >150 members,
so if everybody took the time to send a reminder now and then, the job
would not weigh too heavy on any one person. Peer pressure is more
effective than authority, anyhow.

    Instead, what happens? Everybody posts responses to the off topic
threads. Sheesh!
