Absolutely not!

Yes. Occasional off topic post might be allowable--but not if it becomes
a thread or a constant annoyance.

Yes. But to date I haven't seen it as a serious problem--of course that
could be because people presently fear reprocussions! :)) But maybe not.
If I saw it becoming a problem I'd be more diligent in reminding people.

No.

I suggest keeping the guidelines in order to keep off topic posts at a
minimum. If someone feels strongly enough to knowingly break the guidelines
occasionally, I don't feel compelled to spend the energy reminding them of
the obvious. (Hi David!) For those unaware of the guidelines, I would be
glad to help enlighten them.

bandwidth not a concern, but jokes etc waste my time. They are already
omnipresent.

attachments is vulnerable to the spread of viruses. Allow them or not?
Not a concern for me. Open at own risk. Pictures might sometimes be nice,
but probably not worth the potential problem for others. I've never
understood why people put small amounts of text into an attachment.

No, but as you've said, it is a problem for digest viewers. No reason for
them.
