  how about would be NICE that they knew enough to recognize the symptoms
at least, and if they were not proficient at 'baby sitting ' the person
through it, knew someone that could do so?

  I think it comes back to the teacher... my teacher, and those others I
have seen and converse with: would not have a clue what it was, and what
to do about it IF it happened... and whose fault is this? travel up the
chain... back to their teacher, and to their teacher...
