Bryan,

Any chakra opening can enhance psychic powers.

Psychic power is really more associated with the throat but Ajna is the
doorway to wisdom and that is a different level of powers than at throat,
and certainly different from psychic powers from a deflected rising (not in
Susumna or contained nadi). But you can have powers and they can be
impressive without out any but the base being open. Those usually just
aren't healthy, in any sense, and control is usually very poor.

If you are going for the powers don't bother. They aren't guarenteed this
way and there are easier ways to get them. But you need to ask "Why?" you're
going for them. Unless it is for the greater good of your people, your
family, others, etc. it will only harm you and those around you. Maybe not
today, or tomorrow, or the next day, but sooner or later it will and the
piper ain't cheap when you have to pay him.

I've studied for the last 4 years from a teacher in the Apache shaman
tradition (haven't found one of my Cherokee cousins to teach me so far).
Those powers are to help, and not just the person with them. After you have
powers Inner Vision can guide you on the right path. But if your heart isn't
right the powers will ruin you.

Not doubting you, don't know you, but when the first question is powers it
is usually a danger sign. Only become a shaman if you can find peace within
you no other way. If this sounds hokey or dumb to you, you have no business
messing with it. Forgiveness is not as easy in this relm as they told you in
Sunday School.
