Carbon based bipedal lifeforms on a remote planet found
in a rather insignificant galaxy on verge of cultural
threshold.

Discovered some 48 GC (Great Cycles) ago this lifeform remains
largely unaware of its potential. Data coming in from our behavioral
scientists and auto/cyber dimensional listening stations show no
significant changes or growth in this species.

Cross sampling and statistical analysis confirms that while there is
some growth in awareness; the percentage of this species opening into
Cultural Threshold Awareness remains less than .0001 percent. This is
well below the cascade threshold needed to boost this species into
true intelligent awareness.

Therefor our standard policy of limited contact will remain in effect.
We are suspending the practice of memory wipe. We have found that this
species tendency to misinterpret experience is just as effective.
Moreover, upon further study, we have concluded that there is that
small percentage of this species with the natural ablility to open
into true existance.

The debate on this species continues. Is it a true cascade species or
is it a peak point species. Some say that it is still too soon to tell
and that the species could go either way.

For the laybeing a cascade species will reach a species wide level of
true conciousness when a sufficient percentage of individuals within
that species grow into true awareness. The actual percentage required
for a given species varies. Carbon based bipedal species CTA factors
have been documented ranging from .05% to as high as 20%.

Peak Point species on the other hand never reach CTA as a species.
They can and do produce individuals with CTA. These species are
usually short lived as a species.
