I know this may seem a little "off center", but I recommend you buy your
mother a very well bred terrier, Smooth or Wire Fox Terrier, Scottie, Cairne,
West Highland White, or Lakeland if you want a more subdued version. I would
absolutely not recommend this if you do not buy from a show breeder who
spends generations monitoring genetics -- these breeders still have pet
priced and pet quality offspring from genetically superb breeding.

The reason I say these breeds is because they are highly responsive to their
owner, extremely intelligent and also very self-initiating and engaging,
which will create a nice distraction away from all these things you are
talking about.
Not all quality bred breeds will offer these attributes... these are unique
traits to the breed standards, and the breeder will be very familiar with
them.

I would treat mother's free will the same as any strong self-willed young
person and redirect the motivations to something within her closer proximity,
a being who is also spunky enough to engage her relentlessly.
