Well, actually 37th is the right figure for USA. See
http://www.who.int/whr/2000/en/pdf/AnnexTable01.pdf, the last
column on the right. :)

But again, statistics are just statistics. The report caused some
controversy here in Finland too, as our position was only 31st,
lower than was expected. They say that the survey had a certain
bias and didn't for example take into account the systems for
preventive healthcare, like good vaccination, good infectious
disease prevention, etc.

But I guess the quality of the Finnish healthcare system may have
gone down lately, too. There were some major cuts in government
spending during the early 1990's recession, and as far as I
recognize, the funding of healthcare hasn't come back to the
pre-recession levels since then. The queuing times for doctor's
appointment or operations are longer than before, and the doctors
and nurses are overloaded with work.

There's been quite much discussion in the media lately about the
recent trend of using economic efficiency as the guiding criterion
at governing the public services, at the expense of more human
values. I hope this would be reflected in policy too, for what's
the use of "efficiency" for anyone if the end result is that
people are just more stressed than ever before...
