Yes, even in our little economically-challenged (in *crisis*) town of
about 8000, on an island - & the pulp mill closed 3 years ago. For some
reason there is constant construction, a couple more traffic lights (now
there are 4), & traffic rerouting. I wonder where the $ comes from.
But - to develop your idea on "being programmed for constant change"
- what exactly do you mean?
