With mantras, I find the power lies in the vibration
(sound). The quieter and lower I chant, the more
effective is the results...and yes, I've found that
Kundalini can be raised in that way, without the
aid of a 'master', however it's a VERY dangerous
way to go about doing it. The master is there for
a reason---to guide you (and, consequently, the Kundalini).
