Ken Wilber in a chapter called "Are The Chakras Real" in *Kundalini Evolution
and Enlightenment* writes:

"...Ramana Maharshi--who otherwise discounted the reality of the chakras as
far as spiritual sadhana was concerned--acknowledged that specific areas of the
body seem best to contain the different degrees of "freed up" bliss. "

Personally I always felt the chakras as pleasure centers. From the bliss of
Cosmic union (7), to the joys of intellectual thought (6), pleasures of
communication and creativity (5), Love (of course!) and compassion (4), pleasures of
food (3), of sex (2), of elimination (1).

the key to the paradox of the chakras: They are ultimately dissolved in the
realization that they need not be dissolved."

Swami Tirth writes A Guide to Shaktipat by Swami Shivom Tirth

 "All chakras are pierced simultaneously to various degrees. Work on some
chakras could be so slow that one may not experience anything. Some other
chakra may be pierced through more intensely, and the Kriyas related to that chakra
would be equally intense. Therefore, the aspirant could misunderstand that
even when a particular chakra is not pierced, another chakra which would seem
to be next on the ascending order is already pierced. ...In the same way
Shakti can be experienced flowing up and down. If it goes up and one experiences a
heavy head, one-pointed mind and bliss, it does not mean that the lower
chakras were not pierced and that shakti reached the top without going through the
lower chakras. The truth is that the lower chakras were definitely pierced to
some extent."

I would say yes. Certain blocks can be "revisited" by the energy. I would
say they are prone to closing back down and often need new work.

It took me a while to relate physical sensations in the body to actual
chakras. I think one is more apt to feel the blocks (pain) because we forget that
the normal sensations of the body can be interpreted as pleasure. We take for
granted so many of them! When all the centers are freed from the tensions of
pain--physical and intellectual--the body responds by releasing one-Self to
bliss.
