So, it is! Excellent inquiry and intuition!
The Divine Shakti is neither male nor female
It is traditional to refer to movement as female
and to refer to stillness as male

Once Sri Ramakrishna who realised the Form of Mother Kali
was addressed by a devotee thus
"Why does the Mother's idol have the sacred thread?"
 (the sacred thread is worn only by males)

Instantly replied Sri Ramakrishna,
"The Mother is neither male nor female.
  Like the waters of the ocean that appear blue.
  But, when you take it in your hands,
  you find it is colourless."

Similarly, as long as one is near the world,
She appears as terrible movement.
When through longing for Her vision,
one approaches Her in divine Love,
one finds that She is all that appears manifest."
