"Dutch people can be insolent or impudent" sounds just right. But...
actually... Dutch people tend to be bold, forward and to the point. They
tend to act first and explain talk later. (Has to do with sticking that
finger in the dike.) When their straightforwardness gets misinterpreted they
will quickly become insolent, impudent, brash and give you a piece of their
mind.
They are not necessarily disrespectful, it is just that they feel it is
important to cut through artificial respect which is often based on fear,
mis-trust or manipulation. A respectable or a respectful person is a someone
who can take some straightforward honesty and do without beating around the
bush.

Otherwise, Dutch ppl. are friendly, fun to drink with (anything), smoke with
(hand rolled tobacco or other stuff :-), drink strong coffee with (Dauwe
Egberts accompanied by a spiced cookie), or have a cool beer with (that you
drink from a glass). All this preferably outside on a quaint city or village
square.
Dutch people can be helpful to a fault and very generous OR not at all when
they see it has lead nowhere or that it will lead nowhere.
Going Dutch is not typical for Dutch people. They also do not speak double
Dutch if that means speaking with a forked tongue. What a Dutch treat is? I
don't know...
Maybe it came from 'the Dutch threat' that we were at some point in the past
to the English. A threat that, when you get to know them Dutchies better,
can turn into a real treat. Other wise it may just be a candy ... or...

PS.
"Coming from Holland", "Coming from the Netherlands", " coming from the low
countries" or "being Dutch" all mean the same thing.
