I do believe that an infant's consciousness is originally clear and still.
I was once inclined to look at a young child's pattern of consciousness.
I wasn't sure exactly where it came from, but I did sense a pattern. It
was still for a few tenths of a second, and then it wiggled a little - I
interpreted it as an emotion/energy sense. This pattern repeated itself a
few times before I broke the connection. The child was hugging me at the
time. Her mother called her back home.

I'll wager if I were to look at an infant's consciousness in the same way,
I would sense a greater amount of stillness.

Also, looking at it from a more scientific perspective, consciousness is
largely born from the action of the senses. In an infant, there is little
other than sensory activity (no reasoning, memory, intuition). Hence, one
would expect stillness to be the natural state of consciousness, that is,
when deprived of sensory input.
